Consumer Directed Care (CDC) is a concept that has attractions for those consumers who want greater choice in terms of either the services they receive or the providers they choose to deliver services.  CDC is not one model of care but a spectrum of options ranging from agency services and case management at one extreme to cash vouchers at the other.  International experience suggests that CDC can involve the consumer/surrogate decision-maker hiring, managing, and firing their own individual worker, with the state contracting out the payroll function or handling that itself.  In between there are the familiar models we see in Australia around community options. 
The question is, should consumer directed care be piloted in Australia to see if it is a way to empower consumer choice?
